Requirements and Procedures of Applying for Accreditation
Technical and Technological Education Institutions and Programs

First: Procedures for Applying for Institutional Accreditation + At Least One Program

Technical and technological education institutions shall follow the following steps and procedures to apply for an accreditation certificate (institutional/program):

1. Submission of the Accreditation Application

The technical and technological education institution shall submit an application to ETQAAN by filling out the Accreditation Application Form – appendix (1), attaching the following documents proving fulfillment of the application requirements:

  • The establishment/licensing decision issued by the ministry or the competent authority, including the academic programs offered by the institution. This decision is required for private-sector institutions.

  • An approval letter from the supervising authority of the institution
    (Ministry / Directorate of Education / Other) approving the application for accreditation –
    appendix (2).

  • A valid certificate equivalency document for the qualification awarded by the institution equivalent to the Technical Secondary Schools Diploma (if applicable).

  • A delegation letter authorizing (the accreditation visit coordinator) for the external review– appendix (3), taking into account the coordinator selection criteria set by the Authority appendix (4).

  • The first-time application for accreditation shall be (institutional accreditation + accreditation of at least one program).

2. Review of the Application and Payment of Fees

Upon fulfillment of the accreditation application requirements, the Authority shall review the application and the attached documents then determine the prescribed fees, as follows:

  • EGP 50,000 for institutional accreditation.

  • EGP 20,000 for programmatic accreditation for each program.

The institution shall be notified of ETQAAN’s approval of the application, provided that the prescribed fees are paid within a period not exceeding sixty (60) days.

The institution shall submit proof of fee payment to the Authority to proceed with reviewing the accreditation file (institutional / program) and organizing the external review visit.
The Authority reserves the right to cancel the application in case of non-payment or failure to meet the specified deadlines.

3. Submission of the Accreditation File

The institution shall submit the accreditation file within a maximum period of thirty (30) days from the date of sending the proof of payment. The accreditation file shall include the following documents:

  • The institutional self-assessment report and its appendices (in light of the institutional accreditation standards issued by the Authority), according to the Authority’s templates.

  • The program self-assessment report(s) and appendices (in light of the program accreditation standards issued by the Authority), with a separate self-assessment for each program.

  • A statement of the buildings and facilities available at the institution – according to the ETQAAN’s template.

  • A statement of the model design components for the institution’s programs, approved by the entity responsible for program design.

  • A table of learning outcomes/competencies for the program(s) applying for accreditation (approved by the entity responsible for program design).

  • Evidence that the program(s) applying for accreditation were designed based on labor market needs and vocational standards issued by business organizations, sectoral federations, chambers established by law, sector skills councils, and with the participation of academics and technical experts in the occupational field.

  • Performance improvement plans for the institution and for the program(s) in light of the self- assessment study – according to the ETQAAN’s templates.

  • Updated data and statistics on student numbers and their distribution across programs, and numbers of teachers, administrators, specialists, and technicians – according to the Authority’s templates, based on data from the academic year when the external review visit is conducted.

Note:

  • The Authority may request any additional documents or data related to institutional or program accreditation. It may also cancel applications that remain incomplete for one year from the date of submission.

  • After examining the accreditation file and confirming completion of the required documents, the Authority shall set the date for the external review visit, form the review team, and officially notify the institution.

Second: Procedures for Applying for Program Accreditation Only

Technical and technological education institutions shall follow the following steps and procedures to apply for a program accreditation certificate:

1. Submission of the Accreditation Application

The technical and technological education institution shall submit an application to the Authority by filling out the Accreditation Application Form – appendix (1), attaching documents proving fulfillment of the application requirements:

  • The establishment/licensing decision issued by the ministry or the competent authority, including the academic programs offered by the institution. This decision is required for private-sector institutions.

  • An approval letter from the supervising authority of the institution
    (Ministry / Directorate of Education / Other) approving the application for accreditation –
    appendix (2).

  • A valid certificate equivalency document for the qualification awarded by the institution equivalent to the Technical Secondary Schools Diploma (if applicable).

  • A delegation letter authorizing (the accreditation visit coordinator) for the external review– appendix (3), taking into account the coordinator selection criteria set by the Authority appendix (4).

In addition to the above, the institution shall attach the following documents to the program accreditation application for consideration:

  • Vision, mission, objectives, and the executive plan to achieve the objectives.

  • A decision forming the Quality Assurance Unit team and defining the team’s assignments.

  • A statement of the buildings and facilities available to the institution – according to the ETQAAN’s template.

  • A report on community engagement activities and linkages with the labor market – approved by the supervising authority of the institution.

  • A report on the safety status of the institution’s buildings – approved by the supervising authority of the institution / the Educational Buildings Authority.

  • A report on the adequacy and validity of occupational safety and health equipment
    (Civil Defense – Maintenance Officer / Occupational Safety and Health Officer).

  • Updated data and statistics on student numbers and their distribution across programs, and numbers of teachers, administrators, specialists, and technicians – according to the ETQAAN’s templates, based on data from the academic year when the external review visit is conducted.

  • A table of learning outcomes/competencies for the program(s) applying for accreditation (approved by the entity responsible for program design).

  • Evidence that the program(s) applying for accreditation were designed based on labor market needs and vocational standards issued by business organizations, sectoral federations, chambers established by law, sector skills councils, and with the participation of academics and technical experts in the field of the profession.

  • Improvement plans in light of the results of the program self-assessment report – according to the ETQAAN’s templates.

  • A report on the activities implemented for continuous improvement of the program in light of the self-assessment study.

Note:
The Authority may request any additional documents related to program accreditation. It may also cancel applications that remain incomplete for one year from the date of submission.
