Launch of the Egyptian Accreditation Standards for Institutions and Programs of Technical and Technological Education and Vocational Training
Under the auspices of the Prime Minister, and on 13 October 2025, ETQAAN launches— for the first time in Egypt— a comprehensive national package of standards for accrediting institutions and programs of technical and technological education and vocational training.
Cairo, Egypt – 11 October 2025 — In a strategic step that is the first of its kind in Egypt’s history, the Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN), which reports directly to the Prime Minister, announces the organization of the “Launch Event of the Egyptian Accreditation Standards for Institutions and Programs of Technical and Technological Education and Vocational Training”, to be held on Monday, 13 October 2025, under the generous auspices of His Excellency the Prime Minister.
This launch represents a historic landmark, as these standards constitute the first integrated and unified national framework for quality assurance covering all sectors and pathways of technical education and vocational training in Egypt. This comprehensive package includes three main domains:
- Accreditation standards for institutions and programs of technical and technological secondary education
- Accreditation standards for institutions and programs of higher technological education
- Accreditation standards for institutions and programs of vocational training centers
On this occasion, Prof. Dr. Mohamed Moussa Emara, Chairman of the Board of ETQAAN, stated:
“This day represents a genuine turning point in the journey of developing human capital in Egypt. For the first time, we will have an integrated national system of standards that is 100% aligned with the relevant ISO standards related to technical and technological education, vocational training, and quality assurance, namely:
ISO 21001:2025, ISO 29993:2017, ISO 29994:2021, and ISO 29992:2018.
These standards ensure the quality of educational and training outputs, starting from technical and technological secondary schools, through professional training centers, and up to higher technological education institutions. They will build strong bridges of trust between our educational outcomes and labor market requirements, enhance the competitiveness of our graduates in regional and international labor markets, and support Egypt’s position as a regional hub for technical and technological education and vocational training. This comes within the framework of integration with the efforts of the political leadership and the Egyptian government to develop the technical and vocational education and training system, based on Egypt Vision 2030 for building the Egyptian citizen, achieving sustainable development, and enhancing the competitiveness of the national economy.”
Preceding this essential event, a high-level international workshop will be held on 12 October 2025, in cooperation with the European Training Foundation (ETF). The workshop aims to review the accreditation standards for institutions and programs of technical and technological education and vocational training issued by the Authority, by selected experts from the European Network for Quality Assurance in Vocational Education and Training, in accordance with the EQAVET framework and the accreditation standards applied in several European countries. This confirms the accurate scientific methodology and the international dimension adopted by the Authority in setting these standards.
The event is expected to witness high-level participation from ministries, representatives of diplomatic missions, international development partners, business and industry leaders, university presidents, and experts in technical and technological education and vocational training from Egypt and around the world.
The event will include sessions presenting the methodology for setting the Egyptian accreditation standards, an overview of the general framework, objectives, and expected impact of their implementation, as well as a review of areas of cooperation between ETQAAN and the European Training Foundation (ETF), and the results of benchmarking against international standards issued by the International Organization for Standardization (ISO).
About ETQAAN
The Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN) is an independent authority reporting to the Prime Minister, established under Law No. 160 of 2022. The Authority aims to enhance the quality of the technical and vocational education and training system by setting and applying accreditation standards for institutions and programs across three main domains: technical and technological secondary education, higher technological education, and vocational training centers, thereby contributing to the preparation of graduates capable of meeting the requirements of sustainable development and Egypt Vision 2030.
