Workshop titled: “Review of the Accreditation Standards for Institutions and Programs of Technical Education and Vocational Training in Egypt by Selected Experts from the European Network for Quality Assurance in Vocational Education and Training.”
a new step toward international recognition, ETQAAN Authority, in cooperation with the European Training Foundation (ETF), concluded the review of the accreditation standards for institutions and programs of technical and technological education and vocational training issued by the Authority, in accordance with the EQAVET framework and the standards applied in several European countries. The review was conducted by selected experts from the European Network for Quality Assurance in Vocational Education and Training.
Following ETQAAN’s announcement of a 100% alignment between its accreditation standards for programs and institutions of technical and technological education, and vocational training, and the relevant ISO standards related to education, training, and quality assurance, the Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN), in cooperation with the European Training Foundation, held a workshop to present the results of the review of its accreditation standards. The review was conducted in accordance with the EQAVET framework and the standards of certain European countries by experts from the European Network for Quality Assurance in Vocational Education and Training from Croatia, Romania, and Greece. These experts had previously participated in designing the European Union’s Peer Review Methodology and had reviewed quality assurance systems within EU member states as part of EQAVET network activities, prior to their official launch and implementation, with the aim of strengthening the design of the Egyptian accreditation framework.
ETQAAN presented its framework of operation to the group of experts, including the methodology for developing accreditation standards and indicators for programs and institutions of technical and technological education and vocational training, as well as the related assessment questions. The Authority also received the review reports, which included the experts’ observations and recommendations on the proposed framework. ETQAAN reviewed these reports and prepared detailed responses to each recommendation, item by item, to demonstrate and confirm that all recommendations had been fully addressed within the complete standards documents, which were subsequently shared with the experts for verification.
Prof. Dr. Mohamed Moussa Emara, Chairman of the Board of ETQAAN, announced the alignment of the Authority’s accreditation standards for institutions and programs of technical education and vocational training with the EQAVET framework, as well as with the accreditation standards applied in Croatia, Romania, and Greece, based on the review reports presented by the experts involved in preparing the study.
In this context, Dr. Mohamed Moussa Emara emphasized that this represents another essential step toward achieving international recognition of the integrated quality system for institutions and programs of technical and technological education and vocational training. It also ensures that educational and training institutions and programs are aligned with international specifications, thereby enhancing graduates’ opportunities to integrate into regional and international labor markets and strengthening Egypt’s position as a regional hub for technical and technological education and vocational training. This comes within the framework of integration with the efforts of the political leadership and the Egyptian government to develop the technical and vocational education and training system, based on achieving Egypt’s Vision 2030 for building the Egyptian citizen, realizing sustainable development, and enhancing the competitiveness of the national economy.
The workshop was attended by Ms. Ahlam Farouk, Director of Education and Technical Education Programs at the European Union Delegation; Mr. Pasqualino Mare and Mr. Mounir Baati from the European Training Foundation; Mr. Antonios Glaros from Greece; Ms. Dana Carmen Stroie from Romania; and Mr. Nino Buic from Croatia, who participated via Zoom.
Also participating in the workshop were Major General Dr. Amr Bosela, Head of the Central Administration for the Development of Technical Education and Director of the Unit for Operating and Managing Applied Technology Schools; Dr. Amani Qorani, Head of the Central Administration for Technical Education Schools at the Ministry of Education and Technical Education; Eng. Sahar Abu Zeid, Assistant Head of the Productivity and Vocational Training Authority for Regional Affairs at the Ministry of Industry; members of the national committees responsible for developing accreditation standards for programs and institutions of technical and technological education and vocational training; as well as a number of experts in the field of technical education and vocational training.
Prof. Dr. Mohamed Moussa Emara extended his sincere thanks to the European Commission for the constant preparation of a project to provide technical support to the Authority; to the European Training Foundation and the participating experts for their contribution to the standards review activity and for supporting the organization of the workshop and the event launching the Egyptian standards; to the members of the Authority’s Board of Directors; to the members of the national committees responsible for developing accreditation standards for programs and institutions of technical, technological education and vocational training, and the affiliated ministries, authorities, and entities; as well as to the TCTI Project funded by the German Agency for International Cooperation (GIZ) for its technical support through an institutional development expert and the equipment provided to the Authority. He also expressed his appreciation to the Workforce Egypt Project funded by the United States Agency for International Development (USAID) for its technical support during the early stages of the Authority’s establishment and for providing equipment and facilities. Finally, he thanked ETQAAN’s team of experts and all staff members for their fruitful efforts.
