Honorable Ministers,
Honorable Deputy Ministers, Heads of Authorities and Agencies,
Honorable Ministry Leaders, University Presidents, and Deans of Technological Colleges,
Esteemed Development Partners representing international organizations,
Honorable Representatives of the Business Community,
Esteemed Members of the National Committees for Setting the Egyptian Accreditation Standards,

Dear Guests,

At the beginning, I would like to extend my sincere thanks and deep appreciation to His Excellency the Prime Minister, Prof. Dr. Mostafa Madbouly, for his generous auspices of this important event—the launch of the Egyptian accreditation standards for institutions and programs of technical, technological education and vocational training.

It gives me great pleasure and honor to warmly welcome you to this historic event, at which we officially launch the Egyptian accreditation standards for institutions and programs of technical, technological education and vocational training. What we witness today is the result of tireless effort and fruitful cooperation that has embodied the true spirit of partnership among all relevant stakeholders.

The Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN) was established in implementation of the recommendations of His Excellency the President of Egypt, as stated in his closing speech at the “Sixth National Youth Conference” held at Cairo University in late July 2018. This was followed by extensive, serious, and evidence-based efforts, undertaken with the participation of all relevant ministries and state bodies.

The Authority has a clear vision and a noble mission: to build and develop an integrated system for quality assurance and accreditation of institutions and programs of technical, technological education and vocational training, based on specific and transparent national standards that are aligned with international specifications and quality frameworks applied regionally and globally, while taking into account national constants and requirements, in a manner that serves sustainable development plans and policies in the Arab Republic of Egypt.

 

Dear Guests,

What distinguishes the standards we launch today is that they are not the product of individual effort, but rather the outcome of institutional work based on an accurate scientific methodology. In setting these standards, ETQAAN relied on well-established global references, including relevant international ISO standards, the quality frameworks applied in the European Union (EQAVET), studies on quality standards and indicators in technical education and vocational training issued by the European Training Foundation (ETF), the European Centre for the Development of Vocational Training (CEDEFOP), in addition to international best practices from many countries.

More importantly, these standards are the result of the work of national committees that formed the cornerstone of this work. Representatives nominated from all ministries, authorities, and relevant entities participated in setting these standards. Among those present here today are representatives of:

  • The Ministry of Education and Technical Education
  • The Ministry of Higher Education and Scientific Research, represented by the Supreme Council for Technological Education
  • The Ministry of Industry
  • The Ministry of Health and Population
  • The Ministry of Transport
  • The Ministry of Defense
  • The Ministry of Interior
  • The Ministry of Military Production
  • The Ministry of Labor
  • The Ministry of Social Solidarity
  • The Ministry of Electricity and Renewable Energy
  • The Ministry of Housing, Utilities, and Urban Communities
  • The Ministry of Agriculture and Land Reclamation
  • The Ministry of Water Resources and Irrigation
  • The Ministry of Petroleum and Mineral Resources
  • The Productivity and Vocational Training Authority
  • The General Authority for Hospitals and Educational Institutes
  • The National Authority for Quality Assurance and Accreditation of Education (NAQAAE)
  • The General Authority for Educational Buildings (GAEB)
  • The Education Development Fund
  • The Federation of Egyptian Industries
  • Representatives of the Technical Committee for Quality Management System Standards in Educational Institutions affiliated with the Egyptian Organization for Standardization and Quality (EOS)
  • The Egyptian Accreditation Council (EGAC)

In addition to ETQAAN’s esteemed experts and consultants; faculty members of Egyptian universities, technological universities, technological colleges, and technical institutes; specialists and experts in the quality of technical and technological education, and vocational training.

Also included representatives of the labor market from private sector institutions across various economic sectors; representatives of civil society organizations concerned with the quality of technical and technological education, and vocational training; and representatives of the TCTI Project funded by the German Agency for International Cooperation (GIZ).

Furthermore, I would like to acknowledge the outstanding efforts exerted by all staff members of ETQAAN in preparing and finalizing these standards in their final form. To all of them, we extend our deepest appreciation and respect for their dedication and hard work.

To ensure our position on the global map, we conducted comparative studies and reviews against international specifications and standards. I am pleased to announce before you that the results demonstrated full compatibility and alignment. This sends a message of confidence to our graduates, investors, and global partners that our educational and training institutions—and the educational and training outcomes represented by graduates of the programs and institutions accredited by the Authority—will match the best offered by advanced countries.

Dear Guests,

These standards are practical tools aimed at ensuring:

  • Sincere quality that begins with self-assessment and ends with institutional and program accreditation.
  • A strong linkage between educational and training programs and labor market needs.
  • The design of educational and training programs based on vocational standards issued by business organizations, sectoral federations, and sector skills councils, with the participation of academics and technical experts in the relevant professions, alongside the availability of equipment, laboratories, and human resources, and the application of appropriate assessment and evaluation methods.

To achieve these objectives, your role—as ministries and authorities—is pivotal. The success of this system depends on adopting and applying these standards within your esteemed institutions under your wise leadership.

In conclusion,

What we launch today is more than just standards; it is a new covenant in which we all stand together—ministries and authorities alike—to ensure the quality of technical, technological education and vocational training in Egypt. It is a covenant founded on quality, transparency, and partnership—an integrated framework that unifies our collective efforts under one umbrella to realize the vision of the political leadership for sustainable development and the building of the Egyptian citizen.
