The Ministry of Labor and ETQAAN Signed a Strategic Cooperation Protocol to Enhance the Quality of the Vocational Training System in Egypt
an important step aimed at unifying national efforts to improve the quality of vocational training; the Egyptian for Quality Assurance and Accreditation Authority (ETQAAN) signed a joint cooperation protocol with the Ministry of Labor. The protocol seeks to build an accredited vocational training system capable of meeting the requirements of the local and international labor markets.
This cooperation aims to activate the Authority’s role as the national accreditation entity and to provide technical support to the Central Unit for Quality Assurance of Vocational Training Programs and Centers at the Ministry of Labor. This will ensure the implementation of the quality standards recently launched by the Authority and contribute to qualify trained technical cadres equipped with the competencies and skills necessary to support sustainable development plans and Egypt’s Vision 2030.
In this context, His Excellency the Minister of Labor, Mr. Mohamed Abdel Aziz Gobran, stated:
“This protocol comes in line with presidential directives to develop the vocational training system in order to build the Egyptian citizen, achieve sustainable development, and enhance the competitiveness of the national economy. Given the Ministry’s firm belief that human resources development is the cornerstone of building a modern and strong state, the Ministry’s partnership with ETQAAN in applying the latest quality and accreditation standards of training centers will ensure the graduation of qualified cadres with high competitiveness who meet the real needs of the labor market.”
For his part, Prof. Dr. Mohamed Moussa Emara, Chairman of ETQAAN, stated:
“This protocol is an important implementation step that agrees with ETQAAN’s launch of the Egyptian accreditation standards. Cooperation with the Ministry of Labor, as the body responsible for workforce development in Egypt and for formulating national training policy, is vital to ensure that a culture of quality reaches all stakeholders in the system. Together, we will work to qualify the staff of the Ministry’s Quality Assurance Unit and license training centers, thereby creating an integrated and reliable vocational training system in Egypt.”
The protocol includes several key areas of cooperation, most notably:
- Providing technical support from ETQAAN to develop the “Central Unit for Quality Improvement and Assurance” at the Ministry of Labor.
- Identifying and implementing specialized training programs in quality assurance for Ministry staff.
- Qualifying accredited trainers within the Ministry to participate in implementing the quality system.
- Issuing jointly accredited certificates to qualify external reviewers.
This cooperation represents a model of institutional integration among state bodies and reflects a shared commitment to achieve a qualitative leap in the quality and outcomes of vocational training in Egypt.
The protocol was signed by His Excellency Mr. Mohamed Abdel Aziz Gobran, Minister of Labor, and Prof. Dr. Mohamed Moussa Emara, Chairman of ETQAAN. The signing took place during the launch event of the accreditation standards for institutions and programs of technical and technological education and vocational training in Egypt, under the auspices of His Excellency the Prime Minister, Prof. Dr. Mostafa Madbouly.
