ETQAAN Organized An International Workshop on the Use of TVET Quality Measurement Indicators
Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN), chaired by Prof. Dr. Mohamed Mousa Emarah, in collaboration with the European Training Foundation (ETF), organized an international workshop titled “The Use of Quality Measurement Indicators for the Technical, Technological and Vocational Education and Training System,” held over two days on March 30–31, 2026, with the participation of a select group of international experts and representatives of relevant national and international bodies.
The workshop witnessed the participation of representatives from several ministries, including Defense, Transport, Education and Technical Education, Higher Education and Scientific Research, Planning and Economic Development, and Social Solidarity, in addition to broad participation of international experts and representatives of major international institutions, including the World Bank, the Fulbright Commission, the Canadian Embassy, and the German Agency for International Cooperation (GIZ).
The workshop aimed to discuss the proposed TVET quality measurement indicators to be applied in Egypt, which were developed by ETQAAN in collaboration with relevant stakeholders. It also reviewed international best practices and experiences in this field. The first day addressed the mechanisms for selecting indicators, data collection and analysis methodologies, and their use in supporting decision-making and policy development in education and training.
The sessions also presented the national framework for quality indicators under the theme “Towards Data-Based Internationalization,” while international experts presented leading experiences through the European Training Foundation (ETF) and other international models, reflecting the diversity of approaches and the possibility of benefiting from them in the Egyptian context.
In his opening remarks, Prof. Dr. Mohamed Mousa Emarah emphasized that launching and implementing quality measurement indicators represents a strategic step towards building an integrated TVET system based on international standards. He noted that these indicators are no longer merely evaluation tools, but a comprehensive system based on accurate data and continuous measurement, contributing to identifying strengths, addressing gaps, and supporting evidence-based decision-making.
He added that ETQAAN seeks to achieve a balance between national identity and international openness through the development of quality indicators aligned with the latest global systems. He also stressed that internationalizing quality measurement indicators serves as a true compass for performance evaluation and enhancing the competitiveness of graduates in the labor market.
The closing sessions included in-depth discussions focusing on mechanisms for activating quality indicators, maximizing the use of data in improving institutional performance, and a comprehensive review of the international experiences presented, which contributed to strengthening knowledge exchange and the adoption of international best practices.
On the sidelines of the workshop, ETQAAN signed a cooperation protocol with the Ministry of Education and Technical Education, aiming to support specialized training and professional development in the field of quality assurance, in order to enhance institutional integration, unify efforts, and build qualified cadres capable of leading the accreditation system within technical education institutions.
The workshop concluded with a number of key recommendations, most notably the gradual expansion in the application of quality measurement indicators, strengthening coordination among relevant stakeholders, supporting human capacity building, and embedding a culture of data-based decision-making as a cornerstone for performance improvement and sustainability.
In conclusion, the Chairman of ETQAAN affirmed that what has been achieved represents a strong starting point towards the practical implementation of quality measurement indicators, contributing to a qualitative leap in Egypt’s technical education system and strengthening the link between education outcomes and labor market needs locally and internationally. He also expressed appreciation to all international partners and participating experts for their effective contributions to the success of the workshop.
