             Within the framework of the ongoing efforts of the Egyptian TVET for Quality Assurance and Accreditation Authority (ETQAAN) to enhance the quality of the TVET system—under the leadership of Prof. Dr. Mohamed Mousa Emarah—and in alignment with Egypt Vision 2030, the Authority has successfully achieved a number of significant accomplishments during the first quarter of 2026. These achievements reflect intensive activity across multiple levels in light of the mandates assigned to ETQAAN.

          In the area of partnerships and institutional cooperation, ETQAAN signed two cooperation protocols. The first was with the Professional Academy for Teachers, aiming to promote a culture of quality and train all technical education teachers on institutional and program accreditation standards, as part of the training packages required for obtaining the teaching eligibility certificate. The second protocol was signed with the Ministry of Education and Technical Education, supporting integration and unified efforts to promote a culture of quality among all technical education teachers, as well as enhancing the capacities of quality assurance unit officials at both the ministry and directorate levels to improve the quality of technical education programs and institutions.

           The Authority also prepared a team from the Central Unit for Improving and Ensuring the Quality of Technical Education at the Ministry, equipping them with the necessary skills and knowledge to meet the requirements and procedures for applying for accreditation of technical secondary and technological education programs and institutions, as well as preparing them for accreditation.

           In terms of training and capacity building, ETQAAN implemented its specialized training programs, which included external review training packages covering both institutional and program accreditation, as well as developing external review skills for the technical education sector and technological higher education. In addition, a Training of Trainers (TOT) program was delivered. These training programs were conducted both at the Authority’s headquarters and across several governorates, including Damietta, Kafr El-Sheikh, and Fayoum.

       During the first quarter of 2026, ETQAAN also held extensive meetings with representatives of international development partners such as the European Training Foundation (ETF) and the European Commission, as well as regional bodies such as the Jordanian Accreditation and Quality Assurance Commission, and national institutions including the Federation of Egyptian Industries, which is interested in investing in technical education. These efforts aimed to strengthen cooperation, link TVET outcomes with labor market needs, and support the engagement of private sector representatives.

         Moreover, ETQAAN organized two workshops with the participation of representatives from the Supreme Council for Technological Education, presidents of technological universities, deans of technological colleges, directors of post-secondary technological education institutes, as well as leaders from the Ministry of Higher Education and Scientific Research. These workshops addressed institutional and program accreditation standards in technological higher education and post-secondary technological education institutes, as well as the requirements and procedures for applying for accreditation.

          Additionally, an international workshop was held in cooperation with the European Training Foundation (ETF) and experts from Italy, the Netherlands, Hungary, North Macedonia, and Moldova to discuss the use of quality measurement indicators in the TVET system. The workshop was attended by international development partners, including the European Commission, Fulbright, the Canadian Embassy, the World Bank, and the German Agency for International Cooperation (GIZ), as well as representatives from all relevant ministries and stakeholders.

           Prof. Dr. Mohamed Emarah, Chairman of ETQAAN, affirmed that the achievements realized during the first quarter of 2026 reflect the Authority’s intensive efforts in implementing its vision through expanding institutional partnerships and delivering specialized training programs in external review and Training of Trainers. These efforts contribute to prepare qualified personnel capable of effectively applying quality standards. He also emphasized the Authority’s commitment to collaborative work with all relevant stakeholders to develop clear quality indicators and enhance the regulatory frameworks governing assessment and review systems. He stressed the continuation of efforts in the coming period to expand achievements and maximize the positive impact on the TVET system.
