ETQAAN: From Establishment to the Actual Operation of a National System for Quality Assurance and Accreditation of TVET Institutions and Programs
Authority Highlights a Year of Institutional Progress: National Accreditation Standards and an Integrated Digital System for Training and Accreditation.
The Egyptian TVET Quality Assurance and Accreditation Authority (ETQAAN) has highlighted its key achievements during the period from May 2025 to the end of June 2026, as part of its annual report on the Authority’s performance and the institutional and operational development achieved over a year of work, during which it transitioned from the establishment phase to the actual operation of a national system for quality assurance and accreditation in TVET.
During this period, the Authority completed the development of its organizational, administrative, and technological infrastructure and launched the National Accreditation Standards in accordance with the latest international references. The standards were officially announced during the National Accreditation Standards Launch Event held on 13 October 2025, alongside aligning the standards system with relevant international standards and EQAVET.
The Authority also developed national indicators for measuring the quality of TVET system in cooperation with the European Training Foundation (ETF), with the participation of local and international experts from a number of European countries. This contributes to establishing a national performance and quality measurement system based on international expertise and practices.
As part of ETQAAN Authority’s drive towards digital transformation and enhanced service efficiency, an integrated electronic system was developed, encompassing the official website, training and accreditation platforms, as well as a secure certification issuance system. This supports procedural efficiency, strengthens governance and transparency, and facilitates the transition towards the delivery of integrated digital services.
The Authority also continued to expand its network of cooperation with relevant ministries and national entities through the signing of a number of cooperation protocols aimed at disseminating the culture of quality and building capacities. This was accompanied by strengthened international cooperation with institutions and development partners, while leveraging international expertise and technical support in developing the quality assurance and accreditation system.
In the field of training and capacity building, ETQAAN implemented a specialized training system based on methodologies aligned with international references. This included designing and delivering numerous specialized training programs for a large number of participants from different governorates across Egypt. These efforts contribute to capacity building, raising awareness of quality concepts, and qualifying the cadres required to implement the standards and obtain accreditation.
The Authority also worked to develop the capacities of its human resources, supporting their readiness to exercise their mandates and fulfil their role in developing the national quality assurance and accreditation system.
During that period, the Authority moved into the practical implementation of its accreditation system by receiving accreditation plans submitted by various entities, conducting accreditation visits, and granting institutional and program accreditation certificates. This demonstrates the completion of the ETQAAN’s operation of its mandates and its fulfilment of its national role in assuring the quality and accrediting institutions and programs TVET.
In this context, Prof. Dr Mohamed Mousa Emarah, Chairman of (ETQAAN) Authority stated that the achievements made during the past period represent a significant milestone in the Authority’s journey and reflect the scale of institutional work accomplished within a relatively short period. He attributed this progress to the support of Egypt’s political leadership and its recognition of the importance of assuring the quality of TVET system in developing it, internationalizing its outcomes, enhancing the competitiveness of graduates, and contributing to the achievement of the objectives of Egypt Vision 2030.
Emarah affirmed that the next phase will focus on continuing to develop the quality assurance and accreditation system as well as strengthening international partnerships and expertise.
