ETQAAN Authority Held a Workshop with GIZ Ahead of Launching the National Framework of indicators for measuring the TVET quality system for TVET System
the auspices of Prof. Dr Mohamed Mousa Emarah, Chairman of the Egyptian TVET Quality Assurance and Accreditation Authority (ETQAAN), the Authority held a workshop on the National Framework of indicators for measuring the TVET quality system, with the participation of ETQAAN Authority’s leaders and experts as well as the team of the Employment Promotion Project (EPP) implemented by the German Agency for International Cooperation (GIZ). The workshop was held as part of preparations for launching the Framework on 28 September 2026.
The workshop was opened by Prof. Dr Ibrahim Fares, Vice President for Technical and Technological Education at ETQAAN Authority, who affirmed that developing the Framework represents an important step towards establishing a national system for measuring the quality of the TVET system, supporting evidence-based decision-making and continuous improvement, besides aligning the system’s outcomes with labor market needs.
He explained that efforts to develop the indicators began in December 2025 through studies, international workshops, and technical discussions conducted by the Technical Committee, which brought together representatives of all relevant ministries and entities, as well as labor market representatives, in cooperation with international development partners, with the participation and support of the European Commission and the European Training Foundation (ETF).
Prof. Dr Dalia Taha, Consultant Expert at ETQAAN Authority, and Eng. Gina Metry, ETQAAN Authority Consultant for Monitoring and Assessment, presented the stages of developing and refining the Framework, leading to its final version. The participants also engaged in constructive discussions on the technical sheets for the indicators, including mechanisms for calculating the indicators and identifying and validating their data sources. Discussions also covered the plan for implementing the Framework following its launch conference.
The workshop and the related efforts to develop and launch the National Framework of Indicators for measuring the TVET Quality System come within the mandate entrusted to ETQAAN Authority under Article 5 of Law No. 160 of 2022, which includes the Authority’s responsibility for establishing quality indicators for the TVET system and reviewing them periodically to ensure their alignment with international standards.
