ighlights of the Third Quarter of 2026

As part of its national role in ensuring the quality and enhancing the competitiveness of the (TVET) system, the Egyptian TVET Quality Assurance and Accreditation Authority (ETQAAN), under the chairmanship of Prof. Mohamed Mousa Emarah, continued to advance its diverse efforts throughout the third quarter of 2026. These efforts included strengthening its presence at international forums, developing partnerships with national and international institutions, promoting a culture of quality and accreditation, and building institutional and human capacities. All these initiatives support the development of a high-quality TVET system that responds to development priorities and local and international labor market needs.

With regard to international engagement and strengthening Egypt’s presence at forums concerned with quality, ETQAAN participated in the annual meeting of the Forum for Quality Assurance in Vocational Education and Training in the Netherlands in July 2026. The Authority’s achievements received international recognition, reflecting the progress Egypt is making in developing its quality assurance and accreditation system and reinforcing ETQAAN Authority’s position as an active partner in international efforts to enhance the quality of TVET.

In August 2026, the Authority also participated in the conference entitled “Accelerating the Domestication of the Continental TVET Strategy 2025–2034,” held at the headquarters of the African Union Commission in Addis Ababa, Ethiopia. The conference provided an opportunity to exchange expertise and gain insights into regional and international trends in developing education and training systems.

At the national level, ETQAAN participated in a meeting of the Technical Secretariat of the National Council for Education, Research and Innovation, as well as meetings of the Council itself, as part of ongoing efforts to develop the education system and strengthen integration between technical and vocational education, scientific research, and innovation.

As part of its efforts to disseminate the culture of quality and accreditation, ETQAAN organized two workshops to discuss accreditation standards for technological universities. These workshops aimed to strengthen the regulatory frameworks governing accreditation in a manner that takes into account the specific nature of technological education and the requirements for developing its institutions and programs.

The Authority also organized two workshops for members of the Central Unit for Improving and Ensuring the Quality of Technical Education (CEQAT), directors of its sub-units, and the Applied Technology Unit at the Ministry of Education and Technical Education.

The first workshop focused on developing external review skills and enhancing participants’ capacity to apply evaluation procedures in accordance with quality assurance and accreditation standards. The second addressed electronic registration mechanisms and the submission of accreditation applications through the electronic system, supporting digital transformation, improving work procedures, and facilitating the accreditation application process.

In preparation for launching the National Framework of Indicators for Measuring the TVET Quality System, the Authority organized a workshop in cooperation with (GIZ). The workshop addressed the technical preparations required for launching the Framework and strengthened coordination among the relevant entities to ensure the development of a national framework based on a clear methodology for establishing quality indicators for the TVET system.

These efforts culminated in the organization of the International Conference for launching the National Framework of Indicators for Measuring the TVET Quality System, held under the auspices of Prof. Mostafa Madbouly, Prime Minister of Egypt, with the participation of representatives from all relevant ministries and entities.

This conference marked an important step toward establishing an integrated system for measuring the quality of TVET, developing monitoring and evaluation mechanisms, and strengthening the alignment of national standards with international expertise and (EQAVET). The Framework provides decision-makers with the evidence needed to improve performance and direct resources toward areas requiring improvement, thereby ensuring the quality of institutions and programs and embedding a culture of continuous development.

With regard to partnerships and institutional cooperation, ETQAAN continued its efforts to expand its network of relationships and cooperation with national ministries and institutions and strengthen integration to ensure the quality of the TVET system.

In Addition, the Authority signed two cooperation protocols with the Ministry of Higher Education and Scientific Research and the General Federation of Egyptian Trade Unions. These agreements open new avenues for coordination, promoting a culture of quality and accreditation, strengthening the alignment of TVET outcomes with labor market requirements, and supporting the international recognition of these outcomes.

ETQAAN Authority also held meetings to explore opportunities for joint cooperation with many national and international entities and institutions. These included the General Authority for Health Insurance, the Egyptian Electricity Holding Company and its affiliated companies, and (GIZ). Discussions were also held to explore cooperation with His Eminence the Grand Imam of Al-Azhar and the State Information Service (SIS).

These meetings aimed to identify opportunities for cooperation and exchange expertise, while strengthening partnerships across different sectors. This contributes to supporting the Authority’s efforts to promote a culture of quality and accreditation, develop the TVET system, and maximize the use of the capacities and resources of national institutions and development partners.

As part of its commitment to developing staff capacities and enhancing institutional performance, ETQAAN continued to implement professional development programs for its employees. A training program was delivered to ETQAAN’s Financial Administration staff on the Ministry of Finance’s electronic systems, drawing on the specialized technical expertise of the Ministry. The program aimed to improve staff proficiency in using electronic financial systems, develop work procedures, and strengthen digital transformation within the Financial Administration, thereby supporting institutional efficiency and improving the quality of administrative services.

In addition, as part of its ongoing efforts to qualify human resources and strengthen the external review system, ETQAAN conducted tests and personal interviews for approximately 1,000 applicants seeking to work in the Technical and Technological Education Sector. The process aimed to assess their competencies and professional capabilities and select qualified candidates to undertake review and evaluation tasks in accordance with quality assurance and accreditation standards. This contributes to strengthening the efficiency of the quality assurance system and improving institutional performance in Technical and Technological Education institutions.

With regard to the training programs delivered by ETQAAN and capacity building in TVET institutions, the Authority continued to expand the implementation of its specialized training programs in cooperation with relevant national entities. These programs were delivered in cooperation with the Productivity and Vocational Training Department of the Ministry of Industry, the Training Sector of the Ministry of Military Production, and Mataria Technological College, in addition to programs conducted at the Authority’s headquarters and across numerous governorates in Upper and Lower Egypt.

These programs reflect the Authority’s commitment to expand access to its training services, promoting a culture of quality and accreditation, enhancing the efficiency of human resources, and developing participants’ skills in applying quality standards and review and evaluation procedures. This, in turn, strengthens the readiness of educational and training institutions to apply for accreditation.

Prof. Mohamed Mousa Emarah, Chairman of ETQAAN Authority, affirmed that the achievements made during the third quarter of 2026 reflect the Authority’s commitment to continuing its efforts to develop the quality assurance and accreditation system, strengthen its presence at international forums, expand cooperation with national institutions and development partners, and broaden the scope of its training programs.

He also highlighted that the launching the National Framework of Indicators for Measuring the TVET Quality System represents a strategic step toward strengthening a culture of measurement and continuous evaluation and providing more effective tools for monitoring performance quality and improving outcomes.

He noted that these efforts support the alignment of TVET with labor market needs and contribute to achieving the objectives of Egypt Vision 2030.
