Date: Saturday, March 28, 2026
“Prof. Dr. Mohamed Mousa Emarah, Chairman of the Board of (ETQAAN), announced the completion of a comprehensive national framework for measuring the quality of the (TVET) system.
The framework includes 10 key indicators, six of which are derived from the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET).
In an exclusive statement, Prof. Emarah explained that the development of these indicators comes in implementation of Law No. 160 of 2022, which established the Authority and mandated it to develop mechanisms for measuring the quality of technical education and vocational training.
Moreover, he highlighted that the indicators rely on a systematic approach based on a data-driven methodology to data collection and analysis, contributing to improving the efficiency of performance assessment as well as enhancing transparency and supporting decision-makers.
Prof. Emarah further noted that the use of these indicators represents a qualitative leap in the development of the TVET system and its alignment with international best practices.
He added that the presentation of the proposed indicators is based on international and regional expertise, including experiences from the Netherlands, Palestine, Hungary, North Macedonia, Moldova, and Italy, with a focus on studying data collection mechanisms and systematically analyzing data, with the aim of leveraging them to support the development plans of technical and technological education”.
