  • ETQAAN organizes an international workshop on the use of quality measurement indicators for the TVET system
  • Chairman of ETQAAN announces the launch of ten indicators to measure the quality of technical, technological education and vocational training in line with European standards

                Under the leadership of Prof. Dr. Mohamed Mousa Emarah, Chairman of (ETQAAN), the Authority— in cooperation with the European Training Foundation (ETF)— organized an international workshop entitled “The Use of Quality Measurement Indicators for the TVET System” on March 30–31, 2026, with the participation of a distinguished group of international experts and representatives of national and international entities.

                The workshop was attended by representatives from several ministries, including the Ministries of Defense, Transport, Education and Technical Education, Higher Education and Scientific Research, Planning and Economic Development, and Social Solidarity. It also witnessed broad participation from international experts, as well as representatives of major international organizations, including the World Bank, the Fulbright Commission, the Canadian Embassy, and the German Agency for International Cooperation (GIZ).

              The workshop aimed to discuss the proposed quality measurement indicators for the TVET system in Egypt, developed by ETQAAN in cooperation with relevant stakeholders, while also presenting international best practices and experiences in this field.

             The first day sessions addressed mechanisms for selecting indicators, methodologies for data collection and analysis, and ways to utilize data in supporting decision-making and formulating educational policies.

            The national framework for quality indicators was also presented under the theme “Towards Data-Driven Internationalization.” International experts showcased leading experiences, including those of the European Training Foundation (ETF), as well as case studies from the Netherlands, Hungary, Moldova, North Macedonia, and Italy, reflecting the diversity of international models and their applicability within the Egyptian context.

             In his opening remarks, Dr. Mohamed Mousa Emarah emphasized that the launch and implementation of quality measurement indicators represent a strategic step toward building an integrated TVET system aligned with international standards. He noted that these indicators are no longer merely assessment tools, but rather a comprehensive system based on accurate data and continuous monitoring, contributing to identifying strengths, addressing gaps, and supporting evidence-based decision-making.

              He further added that ETQAAN is working to strike a balance between national identity and international openness by developing quality indicators aligned with the latest global systems, stressing that the internationalization of quality indicators serves as a true compass for performance assessment and enhancing graduates’ competitiveness in the labor market.

              The closing sessions featured in-depth discussions focusing on mechanisms for activating quality indicators and maximizing the use of data to improve institutional performance, in addition to a comprehensive summary of the international experiences presented, fostering knowledge exchange and the adoption of global best practices.

               On the sidelines of the workshop, ETQAAN signed a cooperation protocol with the Ministry of Education and Technical Education, aimed at supporting specialized training and vocational development in the field of quality assurance, within the framework of strengthening institutional integration, unifying efforts, and building qualified cadres capable of leading accreditation systems within technical education institutions.

            The workshop resulted in several key recommendations, most notably the gradual expansion in the application of quality measurement indicators, strengthening coordination among relevant stakeholders, supporting human capacity building, and promoting a data-driven culture as a cornerstone for performance development and sustainability.

             In conclusion, the Chairman of ETQAAN affirmed that the outcomes of the workshop represent a strong starting point for the actual implementation of quality indicators, contributing to a qualitative leap in Egypt’s TVET system and reinforcing the alignment between education outcomes and labor market needs both locally and internationally. He also extended his appreciation to all international partners and participating experts for their valuable contributions to the success of the workshop.
