ETQAAN launches international workshop to implement quality benchmarks for technical ,vocational
The Egyptian TVET for Quality Assurance and Accreditation (ETQAAN) commenced a high-level international workshop on Monday, 30 March 2026, aimed at implementing performance indicators for Egypt’s technical education sector.
Chaired by Professor Dr Mohamed Mousa Emarah, the workshop—titled “The Use of Quality Measurement Indicators for the TVET System”—is being held in collaboration with the European Training Foundation (ETF).
The event features a distinguished assembly of international experts from Italy, the Netherlands, Moldova, North Macedonia, Hungary, Palestine, and Egypt. Key stakeholders in attendance include representatives from the Fulbright Commission, the Canadian Embassy, the World Bank, and the German Agency for International Cooperation (GIZ).
Official state representation included Major General Engineer Mohamed Hassan Al-Ezzaby, representing the Minister of Defence, and Professor Dr Ahmed Al-Gyoushy, representing the Minister of Higher Education and Scientific Research.
The workshop focuses on discussing proposed quality indicators for Egypt’s Technical and Vocational Education and Training (TVET) system, developed by ETQAAN in coordination with relevant national ministries and authorities.
During the opening sessions, Dr Dalia Taha, Senior Expert at ETQAAN, presented a paper titled “Quality Indicators for the TVET System in Egypt: Towards Data-Driven Internationalization.” International perspectives were provided by Mr Mihaylo Milovanovitch, Senior Human Capital Development Expert at the ETF, who shared the foundation’s experience in system performance monitoring. Furthermore, Mrs Pauline van den Bosch, Senior Vocational Education and Training Consultant, detailed the Dutch model for quality assurance.
Discussions on the first day centered on the selection of specific indicators and the mechanisms for data collection and analysis to support evidence-based decision-making and policy development.
A Strategic Leap for Graduates
In his opening address, Dr Mohamed Mousa Emarah, Chairman of ETQAAN, described the launch of these indicators as a “strategic step” towards building an integrated educational system that meets international standards.
“This workshop marks a vital transition from theoretical frameworks to actual implementation and systematic measurement,” Dr Emarah stated. “Measuring the quality of the TVET system is no longer just about reporting results; it is now an integrated system based on national indicators developed according to global benchmarks.”
He added that using real-time data and continuous measurement allows the state to identify and maximize strengths while diagnosing and addressing gaps through evidence-based policy. Dr Emarah further emphasized that ETQAAN has remained committed since its inception to balancing national identity with international integration.
Two-Day Agenda
The workshop is scheduled to continue over two days. The sessions involve a broad spectrum of participants, including representatives from relevant ministries, international TVET experts, leadership from the Military Technological College, presidents of both public and private technological universities, and industrial stakeholders invested in the advancement of technical education.
The implementation of these indicators is expected to facilitate a qualitative shift in Egypt’s vocational landscape, ultimately enhancing the competitiveness of Egyptian graduates in both local and international labor markets.
