The Launching of the National Framework of Indicators for Measuring the TVET Quality System comes as part of Egypt’s efforts to develop an integrated TVET system, enhance the quality of its outcomes and its ability to respond to development and labor market needs, support human capital development, increase productivity and competitiveness, and expand opportunities for employment and lifelong learning.
The National Framework of Indicators for Measuring the TVET Quality System is the outcome of a collaborative effort led by ETQAAN Authority in cooperation with all relevant ministries and entities, as well as the European Commission, the European Training Foundation (ETF), (GIZ), development partners, and international experts. It draws on international expertise and practices, foremost among them the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET), while being aligned with the Egyptian context and national priorities.
In his speech delivered on behalf of H.E. the Prime Minister, H.E. Mohamed Abdel Latif, Minister of Education and Technical Education, affirmed that Egypt attaches great importance to the TVET system as one of the key pillars for preparing qualified personnel capable of meeting the needs of the economy and labor market.
He also noted that the Framework of Indicators for Measuring the TVET Quality System represents an important step towards establishing a culture of data- and evidence-based measurement as well as providing a shared national reference for monitoring system performance, identifying strengths and gaps, besides directing development and reform efforts in line with labor market and development needs.
The Minister affirmed that Egypt continues to support efforts to develop TVE and strengthen partnerships with national and international stakeholders, contributing to a higher-quality, more efficient system capable of keeping pace with economic and technological changes.
For his part, Prof. Dr Mohamed Mousa Emarah, Chairman of the Board of ETQAAN Authority, affirmed that the Launching of the National Framework of Indicators for Measuring the TVET Quality System represents an important milestone in the development of the quality system in Egypt and translates the Authority’s legal mandate to establish quality indicators for the system and review them periodically.
The Chairman explained that the Framework is not merely a set of indicators, but rather provides a shared national reference for measuring system performance, monitoring its development, and identifying gaps, thereby strengthening Egypt’s capacity to make more data- and evidence-based decisions and objectively and systematically measure the impact of reforms.
He noted that the Framework was developed through a broad participatory approach, in cooperation with (ETF), national entities, and international development partners, while drawing on international expertise and adapting it to the Egyptian context.
He added that the launching of the Framework builds on the achievements of ETQAAN Authority since its establishment, foremost among them the development of national accreditation standards aligned with international standards and specifications; the implementation of training programs to disseminate the culture of quality and qualify personnel and external reviewers; the development of the Authority’s digital infrastructure; the strengthening of cooperation with national and international partners; and the accreditation of Technical and Vocational Education and Training institutions and programs.
The Chairman concluded by affirming: “This is what we have achieved, and this is what begins today,” explaining that the launching of the Framework marks the beginning of a new phase focused on applying the indicators and using their results to support continuous improvement, while periodically reviewing and updating the Framework to keep pace with international standards and changing labor market needs.
The International Conference for the Launching of the National Framework of Indicators for Measuring the TVET Quality System brought together representatives of relevant ministries, authorities and national entities, stakeholders, experts, education and training institutions, and development partners to present the objectives and components of the Framework and discuss mechanisms for its implementation and the use of its results to improve the performance and quality of the TVET system.
The launching of the Framework marks the beginning of a sustainable national pathway towards a higher-quality, more transparent and performance-oriented TVET system, with greater capacity to respond to the needs of the economy and labor market and support Egypt’s national development priorities, while strengthening cooperation and knowledge exchange at the regional and international levels.
