MOU Opens New Horizons for Knowledge Exchange and International Cooperation in Quality Assurance for Technical and Vocational Education and Training

a step reflecting the growing international presence of the Egyptian TVET Quality Assurance and Accreditation Authority (ETQAAN), ETQAAN Authority signed a Memorandum of Understanding (MoU) with the Education Quality Evaluation Agency (EQEA) of China’s Ministry of Education on the sidelines of the World Vocational and Technical Education Development Conference 2026, held from 15 to 17 October 2026 in Tianjin, China.

The MoU was signed on behalf of the Egyptian side by Prof. Dr Ibrahim Lotfy, Vice Chair of ETQAAN Authority for Vocational Training, on behalf of Prof. Dr Mohamed Mousa Emarah, Chairman of ETQAAN Authority, and on behalf of the Chinese side by Mr. Xu Weiqing, Director of EQEA.

The MoU establishes an institutional framework for cooperation between the two parties in quality assurance, institutional evaluation, program accreditation, and quality monitoring. This cooperation will involve exchanging practical expertise, conducting comparative research on accreditation standards and evaluation indicators, and organizing joint activities to strengthen capacities and facilitate the exchange of international practices and expertise.

The MoU also provides for exploring opportunities for potential mutual recognition of accreditation standards and outcomes in the future, based on technical studies and comparisons between the accreditation systems of both parties, within the scope of each party’s national mandate.

This cooperation builds on ETQAAN Authority’s ongoing efforts to establish institutional partnerships with international bodies concerned with quality assurance and accreditation and to leverage international expertise and experiences to develop national practices. These efforts reinforce the Authority’s role in promoting a culture of quality and improving the quality of TVET institutions and programs in Egypt, while contributing to the internationalization of their outcomes in response to local, regional, and international labor market needs and in support of the sustainable development goals.
